Procedure
This can be Achieved using groups by assigning the rule to a group which does not contain the vehicle you wish to exclude.
Assign the vehicles you wish to include in the rule to one Group, and put the Vehicle you wish to Exclude in another group.

Assign the rule to the group which contains the vehicles you wish to include.
